SCC receives accreditation

ZIRO, May 20: Saint Claret College, Ziro has become the first private college in Arunachal Pradesh to receive Accreditation from the National Assessment  and  Accreditation Council (NAAC), an autonomous body entrusted by UGC with the task of accrediting institutes of higher education (HEIs). As of now, there are only five accredited HEIs in Arunachal Pradesh. SCC has received a grade of B (good). However, though accredited, the College community has expressed disbelief and disappointment at the GPA given to the college (2.14 out of 4.00), which, according to the Management, has neither face validity nor criterion validity. Hence, the Management has initiated the process of appeal to the NAAC.

In the meantime, Rajiv Gandhi University has granted Saint Claret College permission to start B. Com courses from the upcoming academic year, in addition to the already existing B.A. general and B. A. Mass Communication courses. The introduction of B. Com is in fulfillment of the SCCZ Vision 2020: Innovate to Transform, according to an official release.

 

Drug peddlers nabbed

CHANGLANG, May 20: Two drug peddlers were apprehended with one kg of opium worth Rs. 25,000 from Innao market area yesterday night during a checking by Diyun Police.

The Officer In-Charge (OC) of Diyun Police Station after receiving information of drug peddling put a picket at Innao market area along with CRPF personnel at 7.30 pm. The team succeeded to arrest the two motorcycle-borne peddlers along the drugs smeared in clothes around 10 pm. They were identified as Nirupam Chakma and Lalu Chakma, both residents of Udoypur village in Diyun area. The motorcycle with Assam registration used for carrying the drugs was also seized.

A regular criminal case has been registered at Diyun Police Station in connection with the case.

Changlang Police is carrying out regular checking drive in the whole district to check drug peddling and any other suspicious and illegal movement of anti-social elements. DIPRO

 

Swearing-in ceremony

ITANAGAR, May 20: The swearing-in ceremony of the Governor-designate Jyoti Prasad Rajkhowa will be conducted in the Darbar Hall of Raj Bhawan here at 11 am on 1st June (Monday).

The Chief Justice of Guahati High Court (Acting), Justice K. Sreedhar Rao will administer the oath of office to the Governor-designate.

 

Women urged to become self-reliant, supplement to family income

ITANAGAR, May 20: Pongchau-Wakka MLA Hunchun Ngandam encouraged the womenfolk to become self reliant and supplement to family income by taking up income generating activities such weaving which is an inborn talent of every tribal women in Arunachal Pradesh. He said  this while inaugurating a weeklong weaving training organized by Amik Matai Society with support of Directorate of Skill Development & Employment Generation at Pongchau village under Longding district.

The MLA encouraged the participating trainees to take full advantage of such livelihood initiatives undertaken by the state government through the implementing NGOs for their sustainable livelihood.

Circle Officer, Block Development Officer and the ZPM of Pongchau also spoke on the occasion and dwelt in length about the scope of cloth weaving as source of income generation for village women. They exhorted them to learn and replicate various indigenous designs of cloth weaving which is a very unique feature of the state with different tribes having different designs in cloth weaving.

General Secretary of Amik Matai Society Roshan Ngemu informed that the skill development training under Border Area Development Programme (BADP) has given special focus to the inhabitants of the remote border villages to engage them in self-employment and income generation activities.  35 trainees are attending the training programme.

 

Training on broiler farming held

ITANAGAR, May 20: Training on broiler farming for sustainable income generation for rural youths of Hayuliang farmers club was organized by ICAR, KVK Anjaw here at Chameliang village under Hayuliang circle on  May 17. Altogether 36 rural youths and women attended the training programme.

The resource person Dr. Tilling Tayo, Programme Coordinator (i/c), ICAR, KVK Anjaw, explained about broiler farming right from the planning, housing, feeding, vaccination and rearing of chicks  up to two months.

He  encouraged  the rural youth to give a serious thought to commercial broiler farming and assured technical support from ICAR KVK Anjaw. Further he promised to deliver services at doorsteps to the interested rural youths in broiler farming. Rural youth can play an important role for future developments of community in village and district as a whole, he said.

Khuwero Tamai, General Secretary, Hayuliang framers club, motivated the rural youth to come out with bold determination to go for broiler farming.  Earlier Prasanta Mahanta, ICAR, KVK Anjaw Farm Manager, highlighted about the role of KVK in promoting rural famers in Anjaw district. He asked the rural youth to work in close coordination with district ICAR, KVK to uplift the farming scenario of Anjaw.

 

KV Ziro to be functional from this session

ZIRO, May 20: Ziro, one of the educational hubs of Arunachal Pradesh added another milestone with a Kendriya Vidyalaya to be functional from this session on June 22.

Deputy Commissioner Kanki Darang along with the DDSE Yumlam Tana and ZPM, Hong inspected the school site today. The site located at Dilopolyang, around 4 kms from Hapoli provides a perfect ambience for education.

After the inspection it was found that the temporary functional site lacks few basic amenities. DC Darang assured to take up issues with various departments immediately so that there is no hurdle in starting the sessions as proposed. He sanctioned the fund needed for the construction of toilets from the untied fund and requested ZPM Hong to tie up with the executing department to begin constructions.

Also noting the absence of an assembly ground, he assured to take up the matter as soon as possible. Since the school is located around 4 kms away from the town, he assured to write to the Station Superintendent, APST to provide a shuttle for that area. He also appealed to all to utilize this opportunity of accessing to quality education.

The team also inspected few departmental quarters lying vacant in the area which could be used as teacher quarters. Around 6 departmental quarters are lying vacant in the area which would deteriorate if kept unused.

It took seven years for Hibu Uma, ex-ZPM to materialize his dream of a Kendriya Vidyalaya at Ziro. The school will begin with a modest Cl I to V admissions for this session. DIPRO

 

Capacity building training held at Bameng

ITANAGAR, May 20:  A three week capacity building training programe on cloth weaving, pickle making under Border Development Programe(BADP) has  started at Bameng in East Kameng district.  The training programe was inaugurated by Block Development Officer Bameng Chagam Dolo and Head Master Incharge Bameng Secondary School Kojum Tara.  The training programe is being sponsored by the department of Skill Development and Employment Generation, Government of Arunachal Pradesh and organized by Manghi Welfare Society of Sangram Kurung Kumey district.  

Attending the programe, BDO Chagam Dolo suggested the participants to take benefits from training programe to make themselves self-reliant.  

 

Dwelling house gutted at Nrijuli

ITANAGAR, May 20:  The Nyikum Colony Nirjuli claimed that a MIBT dwelling house was burnt down when a fire broke out last night at Nirjuli.  In a letter addressed to DC Capital Complex, the colony stated that all belongings of one Takam Mesam were reduced to ashes during the accident.  The colony also sought relief materials from the authority for fire victims.  It further claimed that fire brigade could not reach the spot due to narrow passage which obstructed them.

 

Union claims inferior road quality at Mengio

ITANAGAR, May 20: All Mengio Unemployment Engineers Union today claimed that repair and maintenance work of Yazali- Mengio road which is being carried out under Revised Estimate (RE) fund 2014 is not being executed as per the detail project report. The union claimed that due to violation of DPR, the road condition is bad and unfavourable for vehicle to ply. In its letter addressed to the Chief Engineer PWD Western Zone, the union demanded for an inquiry.

 

ANYA condemns kidnapping incident

ITANAGAR, May 20: All Nyishi Youth Association (ANYA) today vehemently condemned the kidnapping of Bittu Pandey, a tutor,  by some miscreants from Model village, Naharlagun on May 8  evening.

Claiming that the kidnapping incident has exposed the inefficiency of the security agencies, ANYA president Biri Kakum  has  raised question over “lethargic police department and their weak check points as  most of the time VIP vehicles are being let in and out without any proper checking.” The ANYA also questioned the efficiency of the secret service agencies as the Tarasso ZPM is being baselessly linked with underground group.

It urged the  Home Minister and law enforcing  authority to  pay heed to the  law and order  problems with proper monitoring of various check gates in twin capital cities and ensure proper functioning of street light.

At the same time, ANYA also the warned the elements from outside the state not to disturb the peace and tranquility of the state.

 

Condolence

ITANAGAR, May 20: North East Karate Do Federation President Likha Tara expressed profound grief and sorrow over untimely demise of Bamang Tarang, former general secretary of Arunachal Karate Do Association.

“He was one of the pioneers in Karate in the state and his premature death is a great loss for the karate family of the state in particular,” said Tara, who is also the president of Arunachal Karate Do Association.

The Murh-Hatey Academic Development Society (MHADS) of Bamang clan mourned the death of Bamang Tarang, who was one of the founder members of the society.

Recalling his invaluable services towards the society, MHADS said Tarang was one of the founder members of the society and his untimely demise has caused an irreparable loss to the society in particular and the state as a whole.

Bamang was conferred with Society’s Achievement Award during 2010 in recognition of his contribution to the society and the state in various fields, the society informed.

He served as president of Arunachal Pradesh Labour Union during 1994-97 and was currently holding the post of vice president of All Arunachal Pradesh Fair Price Shop Dealer Welfare Association.

As a sportsperson, he won a gold medal in Karate at 11th National Level North East Sports Festival in 1997.

Meanwhile, Itanagar MLA Techi Kaso, Nyapin MLA Bamang Felix, Itanagar Municipality Chief Councillor Higio Aruni and Political Secretary to CM Bamang Tago paid last respect late Bamang.

Environmental clearance for Dibang project without prior downstream impact study

ITANAGAR, May 20: Expert Appraisal Committee (EAC), Ministry of Environment,  Forest and Climate Change has recommended grant of Environmental Clearance to the Dibang Multipurpose Project (2880 MW) in Lower Dibang Valley to be executed by M/s NHPC Ltd.

Surprisingly, the May 19 Document by Ministry does not mention prior downstream impact study. It states that “after 5 years of the commissioning of the Project, a study shall be undertaken regarding impact of the project on the environment and downstream ecology. The study shall be undertaken by an independent agency to be decided in consultation with the Ministry”.

If the project takes 10 years to complete, the study will be done after 15 years! Therefore, the NHPC is taking no chances of this study jeopardising the project, said an environmental activist.

“What is the use of this study after the project has already come up. This is a mockery of environmental governance” said another activist.  

Post-commissioning studies can be useful to assess actual impacts of projects but not as a substitute for pre-construction studies which enable to take a decision on viability of project, expert says.

Environmental experts have warned that foothill projects like 2880 MW Dibang, 2700 MW Lower Siang and 1750 MW Demwe Lower - Arunachal will face the first brunt of downstream impacts before Assam.

There was a cosmetic computer-based modelling study to show how depth of water will vary downstream according to power generation patterns.  “It is only once a modelling study is co-related with an actual field study to assess how people and other life forms use the downstream areas, that you can do a downstream impact assessment” an expert says.  

The number of Project Affected Persons can change dramatically if prior downstream studies are done, experts say.

A study says that 115 families of 5 villages are likely to be displaced and 744 families of 39 villages are likely to be affected due to acquisition of land.

This is the second time in Arunachal that NHPC has ignored the downstream concerns. In Subansiri Lower project, NHPC did downstream studies concurrent with construction.  The studies later found that the dam site itself is geologically inappropriate. The project is stuck since December 2011 after protests from Assam, downstream affected state.

The project is proposed on the Dibang River near Munli village with a 278 m high concrete gravity dam, about 1.4 km upstream of confluence of Ashu Pani river with Dibang. The storage scheme project requires a total land of  about 5349.14 ha while the total submergence area is 3564 ha. An underground powerhouse is proposed on right bank of river with 12 units of 240 MW capacity each.

Forest Advisory Committee (FAC) has already given the nod to the project in Sept, 2014 after rejecting the project twice in —in July, 2013 and in April, 2014.

 

 

Police questions GBs in Changlang, citizens accuse Army of harassment

ITANAGAR, May 20:  The Gaon Buras of New Shallang and New Longri village of Changlang district were questioned today by the Arunachal Police based on an FIR filled by 14 Assam Rifles on May 14.

The Police said that along with the NSCN (K) cadres, Gaon Burahs of the two villages are accused of planting IED on the road on May 13. The police registered a case and summoned the GBs to the police station to record their statements this afternoon.  

According to a source, the Gaon burahs have been asked to appear before the court on Thursday.

However, the angry citizens accuse the Police and Army of atrocities, excessive use of force and harassing the villagers in the name of flushing out NSCN cadres.

Since the NSCN (K) pulled out of the ceasefire agreement in March this year, violence has escalated in Nagaland and Arunachal.  

Caught between the Army and the NSCN (K) cadres, the times ahead are tough for the villagers of Changlang district.

 

 

Police needs class on policing says Orgs, demands action against errant personnel

ITANAGAR, May 20: Claiming that one Tana Tamar, a B.Sc student studying in Shillong was brutally assaulted by police personnel allegedly led by SI Apol Wangsa on May 12 last near Tosum Hotel, Naharlagun for not being able to produce vehicle documents, various organizations of the state  such as All Arunachal Borders Students Union (AABSU), Arunachal Students Union of Shillong (ASUS) and Doimukh Students Union (DSU) today demanded the home department to institute an independent inquiry committee to unearth the ugly episode and take stringent actions against the police officer and personnel.

It is said that the incident occurred around 10.30 pm near the Hotel when Tamar was returning from Doimukh. Police asked Tamar to show documents of Mahindra Scorpio which led to argument and physical assault.  

The organisations armed with CCTV footage of the incident which was made available to media persons demanded the Home Minister to take strong action against the officer and police personnel.  The organisations in a joint press statement today strongly condemned the incident and termed it as inhumane and unlawful act by the men in uniform.

“SI Apol Wangsa should be immediately put under suspension till the matter is investigated thoroughly” said AABSU president Atung Tana while addressing media persons at Press Club today.  

“They (police personnel) mercilessly assaulted Tamar as if he was dreaded criminal, his only fault was that he didn’t possess the document of his newly bought car” Atung added while questioning the conduct of police personnel.

The organisations claimed that without slight provocation, the police started charging him, inflicting grievous injury.  The victim is currently undergoing treatment at Niba Hospital.

ASUS president Gnurang Nana questioned the police personnel for thrashing a young student without slight provocation. Nana further said that police personnel need a class on policing. “They do not have license to charge innocent people in the name of patrolling duty. They should behave responsibly” Nana said while expressing anger.

The organisations  threatened to  take the path of  agitation if the authority fails to initiate action against the police personnel. It informed that the matter has already been appraised to the Home Minister Tanga Byaling and Superintendent of Police Capital Complex for early action. When contacted SI Apol Wangsa claimed that the incident was provoked by Tamar when he was asked to fill challan for violating Motor Vehicle Act. SI went on to say that when Tamar refused to fill the challan,  he tried to take the vehicle key from him which led to scuffle between Tamar and police personnel. He further clarified that the police personnel were checking unregistered vehicles as per the direction from higher authority.  

“We did not intentionally charge Tamar.  It was a spontaneous reaction” said SI Wangsa.

 

 

PPA calls for end to harassment by Assam authority

ITANAGAR, May 20: People’s Party of Arunachal (PPA) today appealed to both Congress ruled state Govts of Assam and Arunachal Pradesh to bring an end to the frequent harassment of the people of Arunachal in the name of vehicle checking, seeking pollution free and insurance related documents by the Assam police personnel on national highway in Assam side.

At a time when the PPA has been working towards peaceful realization and speedy implementation of the Local Commission Report appointed by the Supreme Court of India vide its order dated 28th September’ 2006 read with order XXVI Rule 9 on Assam-Arunachal border issue, unpleasant harassment and extortion cases on vehicles bearing Arunachal registration numbers by the Assam Police personnel all along the common national highways can turn out to be a major irritant between the public of both the states, stated Kahfa Bengia, President PPA in a party meeting on extortion of Arunachal passengers.

“There are instances of Assam Police personnel targeting Arunachal vehicles along with wrongful confinement of innocent passengers only to be blackmailed and extorted hefty amounts for safe passages,” said Kahfa adding that  frequent checking of Arunachal vehicles seeking pollution free and insurance related documents by the Assam Police personnel  causes untold humiliations to the innocent Arunachalee passengers. Most of the harassment cases go unreported because of tedious procedures the passengers expect to undergo in the police thanas, he further claimed.

The party further claimed that numerous cases of extortion related cases resorted to by the Assam Police personnel have been time and again reported to the Assam Police Accountability Commission which subsequently brings the matter to the knowledge of the State Government. However, unfortunately the recommendations are not implemented by the Government and there were instances when the commission was requested to take lenient stand against some police officers, Kahfa  added.

 

 

Road connecting Upper Subansiri with Gerukamukh soon

DAPORIJO, May 20: Home Minister Tanga Byalaing said that the state government had already made proposal to Union Transport Minister for construction of road from Mibi Geko, Upper Subansiri to Gerukamukh, Assam.  

If constructed, this would be shortest road route from Dumporijo to Assam.

While disclosing this at a meeting here yesterday, the Home Minister stated the government was keen to develop road connectivity in the state; but the high land acquisition compensation sought by the land owners is becoming a stumbling block in the development initiative causing grave concern for both state and central government. He appealed every land owner, public and villagers to extend their whole-hearted cooperation to the government for early materialization of the road project by not making illegitimate demands for their land to be acquired.

Local MLA Paknga Bage suggested for carrying out the road work involving minimum expenditure as has been suggested by the Union Ministry. He opined to make either Pani Muri or Mibi Geko village as ‘zero point’ of the proposed road leading to Gerukamukh.

Deputy Commissioner Komkar Dulom briefed about the vitality of inter- state road connectivity, especially for easy transportation of horticulture and agriculture produces from Arunachal to other state for economic growth.

All the PRI members and villagers welcomed the proposed road project and extended their cooperation in near future.

Upper Subansiri Superintendent of Police, Zilla Parishad Chairperson and PRI leaders and public, among others, attended the meeting.

 

 

Plan afoot to set up cold storage facilities

ITANAGAR, May 20: The Arunachal Pradesh Govt and Indian Railways are jointly planning to establish Cold Storage facilities in Arunachal Pradesh in order to facilitate agri/horti marketing and food processing.  

It is worth mentioning here that Chief Minister Nabam Tuki during his recent NEC plenary meeting at Delhi had raised the issue of setting up of Cold Storage facilities and as a follow up measure a team of officers from Container Corporation of India Limited, a Govt of India Undertaking under the  Ministry of Railways, met Chief Secretary recently to have preliminary discussion.  

It was observed  in the meeting that three places at Naharlagun, Ruksin (Pasighat) and Bhalukpong would be ideal for setting up of Cold Storage facilities due to proximity to the Railway head.  

To begin with survey and investigation and preparation of DPR will be done for setting up of Cold Storage facilities at Naharlagun, near railway station.   The state Govt will provide land as well as capital subsidy under the Central Govt Schemes and construction, operation  and maintenance would remain with the Container Corporation of India. A MoU in this regard is likely to be finalized in coming months.  

Meanwhile, Director, Trade & Commerce has been nominated as nodal officer for the Project.

 

 

JAC holds meet with Govt Committee on financial mismanagement

ITANAGAR, May 20: The Joint Action Committee (JAC) spearheading the movement of conglomeration of unions, associations and civil societies etc against the alleged financial mismanagement by the state government and for fulfillment of their various other demands today discussed at length their demands with the Committee constituted by the Chief Minister in the office chamber of the PWD Minister here today.

The meeting chaired by PWD Minister Gojen Gadi held a marathon discussion with regards to alleged financial breakdown and ‘gross financial mismanagement’ by the State Govt. and agreed to hold further rounds of talks after having heard the report of the Govt. Committee.

A decision regarding the demand for a CBI enquiry into the entire gamut of the alleged financial mismanagement will be taken up in the next round of talk, informed JAC in a release.

With regards to demand for total repealing of Arunachal Pradesh Unlawful Activities (Prevention) Act 2014, JAC gave the government three month’s time to take decision, the release said. It further informed that the State Govt. has assured to fulfill the demand for constitution of Lokayukta within three months.

On demands of All Arunachal Contractors’ Welfare Association (AACWA), the Government constituted Committee assured to fulfill the demands for relaxation of 1% EMD for ST and tribal contractors, release of pending bills in respect of PMGSY contractors to the tune of Rs. 108.00 Crore by the first week of June, 2015.

The Government Committee further approved in principle for lowering the enlistment fee in APPWD and Single Bid System in any category of tender.

On 2% income tax deduction from tribal contractors, it was told in the meeting that tribal contractors of any categories will not be required to pay 2% income tax, if they produce ST certificate.

The Committee also agreed upon in principle to apprise the CM to allocate Rs. 3.00 crore in favour of small and petty contractors under UD, claimed AACWA in a release.

Besides PWD Minister Gadi, PHE & WS Minister Takam Pario and Parliamentary Secretary (RWD) Jambey Tashi attended the meeting on behalf of the Government. The JAC team was led by its Chairman Takam Padu, Vice Chairman Tame Arung Tarh and Member Secretary Patey Tayum.

 

 

CM announces ex-gratia, orders enquiry into Wak incident

ITANAGAR, May 20: Chief Minister Nabam Tuki has expressed shock and grief over the demise of four persons, all female, due to electrocution near Wak village in West Siang district.

While extending condolences to the bereaved family members of the four ladies, who were working in their paddy fields when the accident occurred, the Chief Minister announced ex-gratia payment of Rs 2 lakh each.

Immediately on getting the information from the district administration  Tuki ordered a detailed enquiry to find out whether the tragedy occurred due to negligence of any person and if anybody is found guilty, prompt action be initiated.

The Chief Minister also asked the Chief Secretary to obtain a detailed report from the West Siang deputy commissioner on the incident.

He cautioned officials and workers engaged in maintenance and construction of high voltage power lines to maintain extreme caution and keep the safety of common people as top most priority.

 

 

Students union demands adequate compensation for electrocution victims, punishment for the guilty

ITANAGAR, May 20: West Siang District Students’ Union (WSDSU) has demanded the authorities concerned for providing adequate compensation to the families of those, who died due to electrocution at Wak village yesterday.

While visiting the victims’ families today, a team of WSDSU alleged power department’s utter negligence for the yesterday’s tragic and unavoidable incident.

The power department was reportedly approached for shifting the electric poles from paddy fields by the land owners on several occasions. But to no avail,” informed WSDSU quoting the victims’ family. They also claimed to have seen the men on duty drinking alcohol while they were doing maintenance work.

According to an eye witness, the incident occurred due to passing of high voltage current to the agriculture field through the ‘ill-fitted’ electric pole.

The students union demanded strong action against those workers of power dept. and person responsible for the unfortunate incident. It further demanded immediate shifting of entire electric poles from agricultural lands in West Siang district within two months.

 

 

MLA calls for effective departmental coordination

KHONSA, May 20: Local MLA Wanglam Sawin has urged the various development departments to work in perfect coordination to achieve better results and requested the HoDs not to release any government employee on transfer from Tirap district without a reliever. A sad trend had surfaced in the district wherein no relievers join the district after the release of an employee thereby hampering the work of the departments, he observed. Wanglam Sawin was addressing a district level monitoring committee (DLMC) meeting of Tirap district at DC’s conference hall here today.

While appealing the executing agencies to utilize the funds sanctioned against various schemes judiciously, Sawin assured all possible help and support from his end.

While summing up the proceedings of the meeting the Deputy Commissioner Kamlesh Kumar Joshi has expressed concern over the slow pace of progress of work under some work departments and asked the officers to pull up their socks to ensure timely completion of the schemes.

He urged the departments to ensure that works under BADP were completed on time adding that no fresh funds would be sanctioned if the utilization certificates were not submitted on time. The DC reminded the departments to put the date of commencement and completion of schemes on the photographs to enable him have a clearer picture.

He also asked the PHE department to construct the security fencing around the Khonsa water storage tank to protect it from straying animals and others that might pollute the water and  to replace the old and damaged water pipes in the Khonsa Township with new ones.

He also asked all the departments to submit proposed projects for ‘Vision-2015 in consultation with the concerned MLAs to the DPO for consideration and onward submission to the state government.  

Earlier, all the representatives of work departments highlighted the latest status of the government schemes like NLCPR, SPA, MLALAD, MPLAD, TFC and BADP through a power-point presentation.

The Kapu to Ozakho and Kheti to Dadam roads under NLCPR executed by the RWD are progressing well. Most of the schemes executed by the DRDA have been completed though there is delay in sanction of funds in some cases. Large cardamom plantation in Lazu area under BADP executed by the Lazu Block and Horticulture department has been completed. The ZPMs of Deomali and Soha also attended the meeting.   DIPRO

Presiding over the meeting, Kurung Kumey Deputy Commissioner Mamata Riba dwelt at length on circle-wise requirements and worked out a district disaster plan.

District Disaster Management Officer in-charge Toku Natung briefed on disaster management and said that due to difficult topography of the area, there are hurdles to disaster management.

Zilla Parishad Chairman Sangha Tagik, Co-Chairman DDMA and the house in general observed that people should be encouraged to leave flash flood prone areas in  Parsiparlo, Nyapin and landslide prone areas in Parsi parlo, Sarli, Rilung and Koloriang HQ. The house agreed that pilot projects of developmental packages should be taken up by administration in order to encourage the people of affected area to shift to safer places.

Deepak Shinde, ADC Headquarter, was made the Nodal Officer cum Incident Commander in disaster situation.

As private satellite phones exist in Parsi Parlo, Sangram and Sarli, it was decided that for these areas proposal to equip administrators with DSPTS  may be taken up in the next phase.

All departments were directed to take special measures to tackle any types of situation which may arise by landslide or mud avalanche due to heavy rain and to submit daily damage report to DC for onward submission to the government.DIPRO

 

 

Legal Metrology Dept prepares Vision Document-2030

ITANAGAR, May 20: The Department of Legal Metrology and Consumer Affairs in conformity with the Niti Ayog has prepared its Vision document 2030 along with Five Year Perspective Plan for 2015-2020 and the Annual Operating Plan (AOP), 2015-2016 to gear up the departmental activities for generating consumer consciousness about their basic rights.

Parliamentary Secretary (LM&CA) Markio Tado, who chaired a meeting with the departmental officers today in connection with formulation of future programmes, stressed on carrying out extensive publicity campaign at grassroots level to educate the consumer about their rights as enshrined in the Consumer Protection Act.

He advised the officers to co-ordinate with the Govt. of India, Directorate of Legal Metrology & Consumer Affairs regularly to avail the benefit of the 14th Finance Commission. He also suggested the departmental officers to continue to maintain best endeavors to safe-guard the interests of consumers.

Controller of Legal Metrology Gorik Dirchi explained on the department’s Vision 2030 and highlighted some of the key proposals, such as setting up of Consumer Information Centre at headquarters and in district level, Consumer Product Testing Laboratory, facility for verification of taxi./auto rickshaw meter, digitization of Legal Metrology & Consumer Activities, especially for the consumers to seek guidance or lodge complaints on-line.

The Registrar, State Commission-cum-Deputy Controller (HQs) BJ Dey presented a detailed report on Five Year Plan, 2015-2020 and also the Annual Operating Plan 2015-2016 prepared as per the new Niti Ayog guidelines.

Earlier, the Commissioner (LM&CA) briefed about the importance of Niti Ayog and necessity for preparing the future proposal and action plan of the department.

Wait and watch

Former Chief Secretary of Assam Jyoti Prasad Rajkhowa, who has been appointed as new governor of Arunachal will soon join the office.  He replaces incumbent Lt. General (Retd.) Nirbhay Sharma, who has been transferred to Mizoram for remainder of his term.  The appointment of Rajkhowa, a former top bureaucrat from neighbouring Assam as governor of Arunachal definitely excites the people of state.

He assumes the role of the head of state in a difficult time. Arunachal is battling serious financial crisis and naturally in such situation, the role of governor becomes crucial. People of state will be looking forward to him to help state in battling the crisis. Also constant clashes between citizens living along Assam-Arunachal boundary has been matter of deep concern. People of Arunachal living along boundary area complain that citizens of Assam with the help of their govt. official try to encroach into Arunachal land. New governor's stand on boundary dispute will be closely watched. Already some Arunachalee citizens are expressing concern over his appointment. There is fear that being former bureaucrat of Assam govt. he may take their side. However we all need to give time to Mr Rajkhowa and make judgment on the basis of his action.

Arunachal can be gateway to trading with China

Dear Editor,

So, an appreciable and welcome 10 + 23 Billions USD worth investment agreement with China by India! Investment mostly goes to already highly developed states like Gujarat, Maharashtra and others, the mainstream Indian states! India-China is honeymooning on a new positive note!

But, what for Arunachal Pradesh & NE States?

No Chinese investment allowed, no cultural engagement, border trades yet to be opened citing strategic concerns and the region completely locked out from constructive engagements with China though being a key neighbour.

Why this dichotomy in policy with the NE States vis-a-vis engagements with China?

The NE States kept neglected for decades and still kept on the losing side!

There is need for opening up of business engagement and land border trading with China on positive and constructive manner for the NE States also so that the decades of neglected and losing people get some economic benefits as well.

Besides, in this scenario of renewed business engagement, the NE States especially Arunachal Pradesh can be a rich gateway to trading with China. The people of the NE States should not be sidelined and kept aloof but made an equal partner in these new constructive engagements with China which is evolving to be a great complementary partner of India for economic growth and development.

If you can’t pay, why appoint?

Dear editor,

It is a well known fact that the teachers are the nation builders.

They should be given the next priority after the Indian army as “Ek desh bachata hai to dusra desh banata hai”.

Everyone knows it but ignores it.

Apart from the dailies published of Arunachal, I go through many other dailies published outside Arunachal. Interestingly, rarely I get to read about  the woes of teachers  compared to Arunachal. I wonder why the state government after ages readopted the policy of divide and rule, creating groups; so called regular teachers, and contractual teachers.  I wonder why the teachers are being treated differently.

Now this has given birth to a new policy adopted by our government, which I call as “bark, then biscuit policy”.

After a though competition, I joined SSA six years ago. I was very proud of myself once, but now I regret about that very day when I joined this job. Now, I feel this road leads to nowhere.

Last year, along with many of my learned colleagues I cleared APTET 2014 Paper-I & II together and I was so excited to serve as an APTET teacher anytime in the coming time. But me and many of colleagues asks The Department of Education, the concerned political authority and the government why should we join or look forward to a job that doesn’t pay for 9 plus months? How did the APTET teachers and their family members survive this long, perhaps by drinking water only, or too many credits and loans with hills of interests? I’ll think about it.

If you can’t pay then why do you appoint?  As for the quality education, it is not you who can bring it but us, so just give us a little peace of mind. Very soon the new session is going to begin.

Most of the students enrolled in the government schools belong to poor families or disadvantaged families. Why is that only their votes are important and not their right to live a healthy and well educated life?

Finally, whatever you are doing is a total discouragement to the in-service and the aspiring teachers and indirect destruction of the education system.

The dirt

Dear Editor,

Some portion between Mithun Gate and Nyokum Lapang is being used as open dustbin by the public and the vegetable & meat sellers, frequently throwing their rotten vegetables and meat there, which gives noxious smells.

Even the collected garbage is often dislodged by the starved dogs and pigs in search of their food.

We cannot blame them absolutely for these piles of dirt because there is no dustbin nearby the market.

Through your esteemed daily, I would like to appeal the municipal councillor of this ward to construct a dustbin at a suitable site to keep the area hygienic.
